Subject: Approval of the LLP agreement and proposal to create a Limited Liability Partnership (“LLP”) between three Police and Crime Commissioners in Bedfordshire, Hertfordshire and Cambridgeshire for the development, ownership, and operation of a new firing range training facility

Summary:
The three PCCs of Bedfordshire, Hertfordshire and Cambridgeshire, and their Chief Constables consider that the current firing range at Kempston is insufficient, in both capability and capacity, to meet all BCH Armed Policing Units (APUs) operational requirements. The current facility at Alconbury will cease to be available within two years and a dedicated training facility with guaranteed availability for Bedfordshire, Cambridgeshire and Hertfordshire is essential if the three forces are to meet local and national requirements over the longer term.


The land currently used has been identified as a viable replacement location for a new facility.The PCC for Bedfordshire discussed this via his 1:1 with the Chief Constable for Bedfordshire as well as with the Chief Executive, Anna Villette.

It is therefore recommended that the Bedfordshire PCC approves the LLP agreement and to approve the proposal to create a Limited Liability Partnership (“LLP”) between three Police and Crime Commissioners in Bedfordshire, Hertfordshire and Cambridgeshire for the development, ownership and operation of a new firing range training facility.
