The grant agreement for the incumbent provider for the Out of Court Disposals Service and Direction for Bedfordshire (a referral and support service) was due to expire on 31st March 2023. With the Commissioning Team ensuring that they adhere to the expected Procurement regulations, a 6-month extension of the grant agreement was permitted to enable a tender process to take place, led by 7 Force Commercial Services, to identify a suitable provider that would be contracted to deliver the Out of Court Disposals Interventions Service and Referral and Support service moving forward.

This process was initiated in January 2023. A total of 3 fully completed responses were received at the deadline in June 2023, from this point a period of evaluation was undertaken. Evaluation scores and comments were coordinated by the 7 Force Commercial Services. At the outcome of the process, an alternative provider – Red Snapper was awarded as the successful provider, with the service to commence on 1st October 2023. Upon awarding of the contract, a Regulation 84 document was prepared and signed by relevant parties, including the Chief Financial Officer for the OPCC.


As per the OPCC Commissioning strategy to operate in line with local Financial Regulations and Contract Standing Orders, the OPCC Commissioning Team recommended to the PCC that the decision to award Red Snapper should be upheld following completion of the tender process by 7 Force Commercial Services.
